low levels skill damage

level 30s -32s are doing a lot of damage on their skills for their level i dont see why they cant have limits to how much for example max plasma bolt or artillery they can have.

 Then invest in defence instead. They will likely have low weapon damage so drain EP instead. Shields exists, just tank through it. Each class will at least have one, or you can have all three. If you want limits then for everyone, not one specific group of players since it's unjust.

^ shields have no effects what so ever anymore and i agree would be for everyone not just level 30s and 32 but a few points higher damage for 35s thats all im saying

 Then you don't invest into Shields enough. If they have no effect then report it as a bug. Only time when they have their effect halved is Crit and Rage but they do work. With my BM build + Energy Shield (+23 Res), I nullified 63 damage Plasma Bolt to that of 9 damage instead. So yeah, they do work. Don't expect for Lvl 1 skills to be very efficient unless you abuse Support (in case of Reflex + E/D Shields, etc.).

^ i dont abuse support and my cyber build doesnt have energy shield so i guess maybe thats why low levels manage to do big damage on me might have to change to bm if its not any better thanks trans.

 Remember, Plasma Armor is completely ignored on Rage. You have Defence Matrix so for efficient tanking, you can invest in Assault Bot when it comes to players Malfing you, or Concussion Core to try and disable their SC/Bolt/Overload/Multi OR if you have Pyro Fly then that. There are ways to go around it, but you cannot always win either.
