Im thinking unlike Atom smasher its blockable and its really weak if ur str is weak so its not much while assimulate is fixed and no improve so itsa fine but i find emp granade a bit unfair because it imrpoves with tech since that also helps you with surviving you can be a tank and can have a high emp with a low level so i suggest not making it imrpove at anything and have fixeed settings like

Lvl 1-15 energy
lvl 2-18
lvl 3-21
lvl 4-24
lvl 5-27
lvl 6-30
lvl 7-32
lvl 8-34
lvl-9-37
lvl 19 40

 I honestly think it should still improve with something, but not tech, especially since EMP is also on CHs and having it improve with tech makes it less effective for CHs and too effective for BHs. Why not make it improve with support?

Im still hoping for the day when Devs decide to make evolved classes have a unique skill tree

Because, emp actually improves with tech

Bh- They have high resistance (around 30 using 5 focus), High robot damage, a way too powerful unblockable energy drain and excelent smoke screen

CH- High resistance (But they dont need it that much because they have plasma armor), High robot damage, powerful emp and thats it.

NOTE: These are just examples of what happen when hunters abuse tech

But if emp improves with supp, would be a needed nerf for BH but a unwanted buff for CH, because that would mean high malf and emp.

Why thankyou. :3 But seriously, I can have reasons to disagree with it, especially if justified. In terms of not improving with anything, I believe Void and I suggested it aaaaaaaages ago, and people supported it.
