Lower base damage by 15 or 20 at all levels.

It's already the most powerful ultimate in teh game.

takes away rage, does ridiculous damage and heals on top of that.

There's a difference when one type of players is abusing it with a Bot and everyone else. And it can be countered. If your build cannot then consider it your weakness. I find it harder with just Energy Shot but you can have 2 Cores + Assimilation that can aid you more.

How would you counter them regaining EP with reroute and generate?

And while you're draining EP, you're probably at 20 hp or less.

 Time EP drain properly to not let them use SS or Heal. Strongest attack at the beginning of the battle will waste their Reroute since EP will be maxed anyway. Only because you cannot beat them, it doesn't mean they are OP - either your build is weak or that's your build's weakness. If I had EP draining core on my Primary, they'd be much easier for me since I only have it on my Gun.

not supported.. its not the surgical strike its the android bot which makes there build OP... They use surgical stike then they use bot on rage...

Surgial has too many benefits over others.

It can reduce rage which is priiceless.

It can heal(no need for this)

And can do crazy damage.

One of them needs to go away(rage can stay, it's tactical which I like)

It's the fact that there are so many OTHER benefits to it.

 Reducing rage is deemed useless by some. And it gives HP back, nothing else. SC doesn't have ragesteal but ignoring defences thus its damage WILL be higher than SS'. It HAS to have 2 effects, if you take away one then compensate in form of higher damage, like Massacre does compared to other Ultimates.

rage steal is far better than any other ultimate effect.

 Says you. You =/= whole community. Its damage is lower when compared to likes of SC which ignores Resistance or Massacre which deals more damage than all. But again, only because you can't beat them, it doesn't mean everyone else are also weak thus making them OP. I can beat them despite weak EP drain from my Gun (13-14 EP drained), and others can with use of skills such as Assimilation, EMP or Atom or double EP core (and EMP/Atom/Assimilation).

Concussion Core can help too. Or Pyro Fly if you have it, or high Tech + Deflection Core for higher chance to nullify the Bot's damage. Many ways to go about it. If you don't use them then it's your problem, not ours. Treat it as your build's weakness and try to improve upon it.

I am a TLC and yes indeed it's a good skill but then hey wait a minute 3 turns before I can use it and if I get pawn fast I'd rather use heal than this cause it only gives some HP. Oh and it needs too much EP and cause I am a TLC I only get 1 if they normal attack me. You say I still have many HP after that well they use all their high damage skills on me while my EP is full so they'll waste the energy which I could have gained. Leading me to not maxing SS because of lack of EP. You see it isn't much OP. It isn't the base ultimate I guess.
