No Energy cost = less power. You cannot get a benefit without any sort of drawback. So take out the EP cost and cut Atom's power in half. Only because Mercenaries may not compete as well, doesn't mean it's an excuse to buff a skill that doesn't need buffing - or not as big. If you raise %s on Atom, you could as well as lower the EP cost and leave the %s as they are. But which one is better? Former, because lower EP cost = easier to loop thus even easier for TLMs. It's not a problem for any class. Mercenaries aren't all that UP'ed but could use a buff to some of their skills. That's what Rabble is doing - making skills more interesting. Example was making Field Commander stay with TLMs and give Blood Commander to Mercs which gives HP back depending on the Strength boost (% of it). Last week, Heal can be used to counter Poison which could not be countered ever before, so Mercenaries did gain on it (but so did everyone else). These changes will affect Mercenaries and end up being a buff, whether it's direct or indirect. There's a limit between something you want - because other classes are so and so - and balance.
