Should this attack drop damage by 15%. This attack can not be blocked or deflect.

The final damage by 85% and 3x5 damage energy.
Energy damage and 100% hit rate is pretty tough combination now.

attack is better than the old promo. Old promo able to blocking.
In fact, I tried both. (Frost Shards and Frostbite)
Frost Shards is better.

This is not bullied is taken. But I would like to receive equal weight of these cores..

Deflections occur more often compared to blocks hence why they reduce the damage by less (50%) compared to blocks (85%). Since they occur more often due to faster scaling, the attack will likely get more deflected than Bite getting blocked. Otherwise they are equal. Promo doesn't mean power.

Actually, Trans, the base chance for deflections is slightly higher (10%) than for blocks (8%), but the scaling for blocks is actually faster than the scaling for deflections. ((Own Dex - Opp Dex)/2.5) VS ((Own Tech - Opp Tech)/3)

However, I do believe that the two cores are, by and large, equal. You gain an additional 15% damage in exchange for the risk of being blocked (though the effect itself is not blocked).
