300 Static Charge damage can be dealt, however, on very few circumstances. Now, most players have 30 def/resis on average on levels 35 and above. Dealing 300 damage mean you need to have 600 Primary damage, which is only possible with one of the Commanders and a debuff on the opponent, which seems to be only possible in a 2vs2 match. Most CHs use an Energy primary, so the coordinating debuff will be Malfunction, which improves with support. However, a few months ago, Malfunction received a nerf, which means only support abuse partners are capable of casting a debuff on the target or a buff on you. @Trans Ignoring 50% def on energy return sounds pretty nice, however, I'm not sure if the amount is even enough. For EMP, it does take away an ideal amount of energy, however, it has an energy cost. Skills like Assimilation, Static Grenade, and Static Smash have no energy cost at all, so players usually 'spam" them, leaving you no energy to use a level 1 EMP grenade. When a CH manages to gain energy through Static Charge, the opponent simply uses one of the skills. Since they share the same cooldown, there's no way a CH has time to store energy.
