make it so a block and a deflect can come once in a battle , or fix it that a person can block 3 times and the other none

 You're basically asking for the equivalent of only being able to crit once per battle. Or only use moves that scale with strength x times per battle.

No basis for the suggestion and I can see no reason why it would be a good idea. Not supported.

If this went into play no one would bother to invest into these stats and strength would get a massive indirect buff due to this seeing as there would be almost nothing stopping them. I have to agree with exploding penguin on this one as well.

yeah i know but its annoying that people block 3 times in a battle and i blocked 0 times

maybe they block more times than you because of your current build or it's just the RNG giving you bad luck

 RNG is RNG but it's not as game-changing as it used to be.

Also in the long run it is "fair." Sometimes you block people 3 times and they block you 0 times too. Based off of your stat differences and whatnot, but builds which are meant to block more end up blocking more.
