Well, the only solution to deal with such rule breakers is purely punitive and disciplinary one. Back then when players used to abuse X feature of the game, our concerns were expressed here on the forums by giving suggestions to radically eliminate such problem. Now since the devs have announced ( http://forums2.battleon.com/f/fb.asp?m=22107763) that ED will no longer be receiving updates nor features, including balance fixes and patchnotes to deal with players' concerns, notably alting and botting. The whole weight of the responsability goes to the moderators, which and with all due respect, are incapable of dealing with such amount of cheaters and rule breakers. It is always easier to eliminate the danger by radically eliminating the source. Now since devs are too busy to do that, it's up to the mods to indirectly deal with such individuals. Sadly when you send reports, they get treated days and days after you do that, allowing said player to abuse X feature. The war system is getting abused each war cycle and in each region, with players who own hundreds if not thousands of alts, mainly directed to compromise the game's competition. Now, when such individuals get caught, 1 alt of many many many many many many many many many many alts get banned. You think that would be effective? That is not more effective than doing nothing. When a player gets busted breaking the rules, knowing that said player has 100+ master accounts, said player should get a straight punishment, affecting all of said player's accounts and master accounts. The mods lack tools to answer quickly and pertinently to player's reports, sometimes it takes weeks. To do what? To ban 1 alt between quadzillions. If alting/botting problem doesn't get radically fixed, it will never be fixed, since the moderators are helpless, and no one can blame them for that, they lack the tools and enough members to apply the rules. I know that devs are refraining from affecting new players' experience, but heck, tell me 1 new player who owns 25 billion master accounts and does 600 PVP wins in his first day in the game. The game is indeed desperate for players, they are so afraid to ban players, but at the cost of what? Fair game-play? If you can't get legit player base, then just close the game, it doesn't worth it. Everyone is running away from the responsability, the help team sends you to the devs and the devs send you to the help team, it is a never ending cycle. It feels sad to see the game turn into this, as a player who has played the game for quite awhile now and enjoyed it to the fullest, it is indeed quite sad to see it getting obliterated by cheaters and hackers.
