Support is a deciding factor in who gets first turn and I think lower level is a big one too(?). What I'm suggesting is a more concrete way of deciding such an important advantage of a battle: varium.

I suggest a new legend rank that can only be unlocked and upgraded with varium. First turn is given to whoever has more points in this legend skill/rank (what are they called ) and it has no limit. The first point costs 100 varium and increases by 100 every single level. If both players have equal points then the deciding factor is who has spent the most $ total on their account.

 Seems to me like this would be stepping back into the pay-to-win realm and would put non-varium users at a significant disadvantage. While how first turn is decided might need some tweaking, I think relying on support is a pretty fair method.
