Of all the cores out there that could use a buff, this doesn't exactly top the list, but still, it's true that it's become used way less ever since Azrael's Punisher came out. Basically anyone who owns Azrael's Punisher will use it over Azrael's Will now so I can't even imagine what's going to happen next year when Azrael's Punisher comes back for credits. I would go with the damage buff, too, or maybe a combination of both. Reducing the energy cost of things is rarely that effective of a buff if the core effect is still not good enough (*looks at Infernal Surge buff*). Maybe not the full 100% though. That'd be a 15% increase from now, which would be 80-90 more damage with a 550-600 damage gun. Could become overpowered with Rage, though I get that Azrael's Punisher already kind of is. Maybe making it do 90% damage but also reduce the energy cost would be a more well rounded buff. I'm not going to get too bogged down in the numbers though since the testers will do whatever they please anyway. The main point is that, sure, I agree Azrael's Will could use a little buff to get it on par with the new Azrael guns.
