Unable to unlock the challenge at Barrow Drop

I can not unlock the barrow drop challenge because I am unable to complete all the required quests. I could not turn in the quest Eye Owe You and go on to the quest that comes after it. So I abandonned that quest. What can be done now? I suspect that there might be a bug. Does anyone else have this probloem?
