While I can give it to another character of mine, I wish it had that toggle (without a penalty since it isn't very OP) so we can use it with another character besides the melee one and it is kinda weird for an event award to not have a toggle.

Because there is also a Paperclip Pencil Bow and a Dodgeball Z spell. They were login prizes. Not everything requires a toggle.
