The DF release schedule is rather consistent: Week 1: Inn at the Edge of Time challenge(s) Week 2: Story update (Main or side) Week 3: Story update (Main or side) Week 4: Reimagined Exceptions being weeks with 5 Fridays (often allowing an additional side story update), and seasonal events that must take place during a specific timeframe. When these seasonal events do take place, side story updates are of least priority and are often postponed in order to fit seasonal content into the release schedule. Late October through early April seems to be the timeframe in which this happens most frequently, containing all of the big holiday events (Mogloween, Thankstaking, Frostval, Hero's Heart Day, and Lucky Day) as well as other seasonal celebrations such as Black Friday, Cyber Monday, New Year, April Fools, Easter/Grenwog, and all of the staff birthdays. Between late April and early October things are pretty steady, however, DF's Birthday celebrations typically take over the month of June. That said, with such a loaded release schedule I imagine it'd be difficult to fit in flavour updates such as new zoo animals or a quest at the theatre. You suggested reimagined releases, but honestly these are actually some of the most interesting and important releases in the monthly schedule since they are tackling a complete overhaul of early Book 3 in order to make it more entertaining and digestible for new/returning players, as well as players who want to replay on another character, and helping everything seamlessly tie in with the current main storyline. As such, the only reasonable time I could see updates such as those proposed in the OP happening would be during that 5th Friday of a month where there isn't necessarily a designated release. But even then we have a plethora of side story chains waiting to receive updates (Falwynn's Six Heroes, Sirius' Fear Engine, The Shears' A New Discovery, and of course True Mortal's Rise of Nivalis to name a few), the last update to any of these being 8 months ago as of this post, and I think it would be nicer to see one of these receive an update than some extra animals in the zoo which is, as you said in the title, forgotten. The library also does get occasional updates; 'The Study of Forbidden Magicks' was released in February 2019, while the 'The Journal of Voyna, the Angel of Azaveyr' was released this past August.
