I am not good at the math, so what is the Lucky Strike rate that you get if you have no CHA, but you do have luck?

 With 250 LUK and 0 CHA the boost is 30% (technically a little bit more due to the outleveling formula, but not by much).

So the boost is 30%, while full luck is 10%, I would have a 40% chance of doing lucky strikes?

 Yeah it would be a total lucky strike chance of 40%. Also keep in mind that lucky strike chance is always 10% if you have any amount of LUK. Lucky strike damage is what scales with LUK
