Spell-type skills without elecomp (ex: due to matching weapon element like zardshi rider) ignore armor lean while spell-type skills of opposite element as armor (ex: reigndragon rider) do factor armor lean even though they will give the same element (ex: fire for an ice monster) in a standard scenario.
I think armors with spell-type skills that follow elecomp are few (?) so changing how elecomp interacts with them should not take too much work.
This is not merely a question of consistency but also balance. To call it consistency implies the status quo is balanced which implies giving a penalty for element seeking (or following weapon element) equal to the armor lean factor is balanced. This is unbalanced since armor lean should not relate to element seeking penalty.
