I recall Stormshadow Bow from 2020 having Elemental Compression and the doubled cost Flavor Effect mechanic. However, there is a fundamental difference in how this item works compared to later iterations of the effect. Stormshadow Bow can toggle between its Flavor Effect being active or not, as it has 4 modes. If we are to consider a basis for this, an explanation is that Elemental Compression and Skill Compression are 2 different kinds of Compression effects, so we must pay 5% Melee for each. Stormshadow Bow did not pay an additional 5% Melee permanently, so it had to pay extra while the Flavor Effect was active. If this is the actual reasoning, then any item with Elemental Compression should only have doubled costs if the Flavor Effect has a toggle. Otherwise, by this same logic, even the Burst Spells/SPells and even trigger Compression items like the Luminous Shield would have to pay double, as any other effect is technically a Flavor Effect. This would actually mean the trigger is just a worthless cost, as it only doubles the base cost in effect, restoring to the base when triggered but with a permanent loss during downtriggers.
