Wiki says its apart of 2025, but it doesnt have it as rare, the forum has a labeled as a challenge fight too. 2025 donkey business. Is this still possible to obtain?

I have it. I went to the Fred Strike quest. Its the 2025 war. Am i supposed to get the meter past 50%?
