Its simple really, just follow these simple steps: Make a new layer and select a splatter brush, I used a default brush(the third from the bottom) that I had, and made lots of dots across my canvas. Now go to Filters>Blur>Motion Blur and set it to -70 and 10, and you're done! Putting it into a piece of art To put it into a piece of art, make sure the new layer is above everything else, and make sure that its transparent. To do this, drag the layer above all your other layers. When I make a new layer, its transparent by default, but if its not for you then select the square marquee tool and select your canvas, then go to Edit>Cut. And to make it more realistic, set its opacity to 50-75%. To do this, Right Click>Blending Options. You could do it in any color you want, though if you want to make it realistic, I suggest using white.
