 That means the you will get a noticed saying that the PM you sent as been read.

You can turn it on or off as you like.

 If you turn the read receipt on, you will receive a notification when a private message you sent has been read by the receipient. If its off, you well not get one. If you have Pop-up notification on, its gonna pop up. If its off, it won't pop up. If you need to turn it on/off, go to your profile, go under "My Preferences" section, and either un-check or check the "Pop-up notification of new Private Message?" box.
