In order to post in the Creative Writing forum, you must become an Approved Author or an Approved Poet. The first place to start would be ENG101, where people post poetry and bits of their story to edit and hone their writing craft before applying for Approved Author or Approved Poet. Once you have proven that you can write, among other things covered in the stickies of the forum, you apply, and upon my approval, you are allowed to post in the Creative Writing forum to your hearts content.
The only time that someone who is not approved might get a story put in L&L without being approved is if they are participating in a forum-wide project, like "Books".
I encourage you to do some investigating.
