This is a feature found in the NaNoWriMo forums( http://www.nanowrimo.org/eng/forum ).
NaNoWriMo is short for "National Novel Writing Month", but that's not all that relevant.

Anyway, there's a place in the forum where anyone can post a plot that they can't use or can't get anywhere with.
Then, another forum member can come along and either take it, get inspiration from it, or anything like that.
It's just an idea that I thought would be nice in the Legends and Lore section of the AE forums since I'm sure there are several people out there that have great ideas for stories that they can't seem to get going.

As far as I know, we have never had a feature like this.

I can give it some consideration, toss it around with the AKs and see what they think. Mostly, we just would need to figure out regulations and guidelines so that people can't get mad, retract, etc after submitting.

It's just that I personally have several plots that I can't seem to get going that I wouldn't mind giving to others, so I thought that there had to be more out there that have the same problem.
