You would be best to ask in Gallery Q/A or the AQW Q/A You'll get help quickly at those

For the armor and shield sheets, you input the level of the item you want to balance and then enter some stats for it (attack strength, resistances, defenses), trying to get the "Points Remaining" box to be as close to 0 as possible. As long as none of the boxes turn red and "Points Remaining" is close to 0, the stats you entered for the item should be balanced.

On the weapon sheet you only really need to change a couple of things. "Proc" controls the special rate of the weapon, "B/R Shift" controls how much base/random it has (there's a note on the sheet that tells you how that works) and then you just enter weapon levels into the "Level" row.

Just to add to what Vivi said, for the shield, misc and armour sheets there is an element of common sense involved too. Certain things, such as min-maxing, aren't allowed. For example, you can't make an armour fully offensive with maximum defences and defensive to an element and just make the other elements incredibly bad so the points fit.

@RocketSnail: I doubt those links would be useful, as this isn't anything to do with the Gallery and that Q&A is for the wrong game.

We don't really intend to put together a tutorial either. They're development tools that we're making available to people who want to poke at them, not something that is necessary to play the game at all.
