The guide which the link refers to is no longer accessible as there is a newer version, and the thread you checked still links to the old and inaccessible version. Feel free to PM the Head Moderator or one of the AKs of the board (a list of AKs and Moderators who work in that forum can be found in the rules section of the forum you found this link), link the page and ask them to update the link to the newest version which Vivi linked.
As for your question on why certain posts are inaccessible, it varies from case to case. In guide boards, for example, old guides are archived for future reference by the staff of that section, and sometimes they aren’t available to the public as there is an updated version that can be checked instead.
I would also like to add that all players are welcome in the forums, regardless of paying or not in the games. As such, all forum members have equal rights, and a thread that is inaccessible for you will be inaccessible to other forum members too. Threads are only moved to private areas so the forum staff can work on them or check them for future reference on forum matters, so if you can’t access a post, it's because the thread in question would only be useful to the forum moderation team.
