What is the use of these. Does the keycard unlock an unseen area in Fortune city from the past that now is trashed or something?

Post your ideas why we have these quest items.

yea wth is with the gold bullets i cant find a mission that need them.... im getting sick of it being in my inventory!!! lol

EDIT: keycard give to ADMIN 12 in fortune city
