Beta Weapons were a one time promotional item, that as with other promotional item's only appear on the one character, which is the one that you chose to purchase them on. If you received this promotional package, that was stated to only be for one of your characters, on all your characters, this would cause multiple issues; Beta Weapons are meant to be Permanently Rare, this means that no one can get them anymore, they will not be available to any player, ever again; Rare means that not everyone has them, and when you battle, not a lot of people have them available for use, if a very large amount of accounts gained these weapons, it would lose quite a lot of its value and finally, it would cause a lot of complaints from player who did not manage to get them, because this hasn't been done to other promotional items.
As you can see, it causes a lot of problems, and therefore, it's one that isn't really a possibility.
