Make a mission where you have to give it to legion spy and give some credits for reward.

 I believe it already has plans to be used later on in the storyline when we get access to the Exile HQ in Old Fortune City.

When the Old Fortune City Key was introduced, I was hoping that the area would only be available to people above the levels of 25. I'm not sure if that can still be arranged?

 This is a nice suggestion, I believe Cinderella is playing around with a few ideas similar to this, since lately we've been thinking a lot more about how we are going to build on to the Exile HQ etc. - These types of ideas, with the whole spying thing, is certainly a consideration, and would be interesting to put in-game!

However, if you let Legion spy on Exiles, there has to be an equal chance for Exiles to get back at the Legions, and either do the same, or do something equal, other wise it wouldn't be fair. So that also has to be taken into consideration!
