I've seen some people with this and Im wondering what this means... Sorry for being such a noob

Anybody can actually request to be banned. You need a decent reason why, like you felt guilty for something you did or you just need time away from the forums, or heck maybe you just don't want to be here anymore and don't need your account either so you can have yourself banned with that to.

You have to be a problematic forumite or just do something fiercely wrong to actually get banned for causing trouble normally, but if you ask the Administrator who manages bans (I don't keep up with staff anymore I dunno who it is now :P) to be banned by request for say a couple days, a week, a year, they'll do it. If you find you suddenly wanna come back there's some means to unban your account earlier too.

 You can PM any forum moderator to request a ban. You will receive an email with all the necessary information for when you wish to request to be un-banned; this is why you should make sure you use a legitimate email address in association to your forum account.

Actually, this is not quite true.

Any forum Moderator or Administrator can ban you, either for rule breaking or by request. Lady_Tomo is in charge of (among other things) reviewing bans; if you've ever been banned and used our contact link to file an appeal, she's very likely the one who reviewed your case.
