1v1 battles take no time to start. you need two people. one is yourself, and one more person. the wait time are minimal, practically instantaneous. What bugs me is the number is 35's you can find in 1v1 battles, who abuse the fact that at the highest levels, they only fight people who have less stat points than them. 1v1 should be about testing your skills against players your level. out of 50, 1v1 battles i did today (i actually counted) here are the types and levels of players i fought (i used a level 31 bounty hunter):

26:0
27:9
28:7
29:8
30:0
31:1
32:3
33:6
34:5
35:11

this was on the Epic server with 800 players.
you cannot tell me that the are no 31's playing.
what i propose is to start search with players only your level.
after 5 seconds of no battles being found, you increase it 1 level difference,
and continue for 5 seconds and increase by 1 level again.

i find it unfair to lower levels players who have to play me as well, and as you can see i played hardly any players closer to my level, and the further the levels were from me, generally the more i played of that level. This would give a greater chance to play people you skill and potential, rather than playing people who you cannot beat, or who cant beat you (i find both equally annoying. i want a challenge, that is fair)

forgot to add 2v2 proposal:

dont add players in the order of joining, the level difference should be taken into account (rarely, the machine does seem to do so) but how about taking win/loss rates into consideration as well for more balanced teams:

e.g.
a 2v2 lobby has 2 level 35's and 2 level 32's (this is typical)

1 35 has a 3:1 win/loss ratio
the other has 2:1
the level 32 with the better win/loss ratio joins with the lower 35, and this could add more strategy and balance to 2v2 matches as well

any thoughts?
i am open to suggestions, just not looking for "i had that problem too, when i was 31"
i realize you may have one through the same thing, but how about we try to solve this problem for the next generation rather then make them have to deal with it...
