I think better boss fights / rare drops could fill the servers some more.

There should be definetly more NPC content anyway. No farmable lvl 36-40 NPCs there.

Supported. Add NPC at high level. Add drops. Add 200 NPC limit. Add NPC reward. I am sure more players will be back.
