Flaming and trolling inhibits these goals and makes the game unpleasant to play. You're essentially suggesting that all efforts to promote better behaviour be abandoned because people should condone bad behaviour. This is akin to abandoning anti-bullying efforts in schools, or allowing chess players to continue playing in tournaments despite swearing at each other and flipping boards. Even soccer players and managers can be fined or even suspended for verbally abusing referees and other supporting staff. In real life, we try our best to set exemplary behavioural norms and enforce them where possible so that disruptive and abusive people do not prevent things from functioning the way they should. Serious and repeated harassment - yes, even verbal harassment - can warrant severe punishment, such as losing one's job, demotion, being evicted from a venue, being banned from future events, prosecution under the law, lawsuits etc. Let me make another analogy. One should not be surprised when he sees litter on the streets. But he should not condone littering, and should indeed criticise it. And governments should conduct anti-litter campaigns, enforce punishments against littering, and hire janitors to address the serious problems littering creates. Likewise for online abuse. We will do our best to continue promoting good behaviour. I'm not sure how this suggestion is different from the current moderator system we use, but I encourage all players to report those who display abusive behaviour. Timely and consistent reporting is necessary for the mods to take action.
