I was in a 1v1 with someone that had Max Atom Smasher and it only drained 357, it was at 102% conversion and he had 45 strenght, pretty sure it isn't correct

350 * 1.02 = 357.

his primary damage wasn't 350

It wasn't? Wasn't he level 40? Clubs give 350 at level 40.

yes but he has 45 strenght, don't tell me the skill is based on purely the damage in the inventory screen

Edit: found out it is, that explains why the skill is so bad in draining.

Yes, it is.

Same with Static Smash, Static Charge, Massacre, Berzerker, Double Strike, Bludgeon, and any Skill Core with % more damage.
