I suggest that these cores can be equipped on any weapon, for example, I can have a Dexterity boost on my armor, a Support boost on my sidearm, etc.

Just a wild thought, wouldn't it be cool to have Focus Level 5 build with 101 Tech, but with the boosts have +6 +6 +6 +6 for Tech (101+35+24=160) or if you were to use Eternal Enhance, have +3 (eternal enhance) +6 +6 +6

I agree with allowing players to equip those passives in any weapons. However, you have to prevent players to use the same passive in all weapons at the same time. +6+6+6+6 tech will be broken. For example, if you are support mercenary vs another support mercenary, but your opponent has an extra +24 support. Big advantage. Think if you buy eternal enhance for all your gear and you get +3+3+3+3 in all your stats, you end up with a total of 48 extra stats.
