Only if it means that you have to sacrifice your passive core slot. And then passive cores might need to be buffed a bit so not everyone just uses two actives, and being able to have two passives and no active could also be a cool option. This would actually allow for a lot more variety in builds I think.

With the current ways of regenerating energy and the fact that heal is now in cooldown for 3 turns, I'm not sure about this...

Yeah, having it for armor and primary, especially armor, could be problematic with the way things are now. It's a nice idea for gun and aux though. Using one of the active cores will put the other on cooldown and there aren't that many overpowered gun and aux cores.
