How much damage does a Control status do? Does it have a *0.9 penalty for harm element?

How do you calculate its cost in % of melee? (ex: how much would 100% chance of inaction for one turn cost at lvl 150)

Control's damage is worth 10% melee and paralysis portion is worth 140*.85 for a total of 129% melee.
