I am curious, I have been gone from the game a while and am trying to re-learn and educate myself by questing blind instead of following a script, so I defeated the 8 generals and unlocked the shop but I'm not high enough level to buy any of the 4- Amulets of Drakonnan. Will I be able to return and get the lowest level when I turn 100 or do I re-fight?

It's a quest shop, like the others. The only shop for the quest set that you don't have to redo a portion to reopen is the final one that has the Void Vanquisher set. If you want any of the other rewards you have to repeat the corresponding segment.
