Its only available for Legion tokens at underworld from Dage the Evil's Legion merge.

I checked on all the servers and Legion Pumpkinlord is at Dage the Evil's Merge shop.

Legion Pumpking Overlord isn't available from the Merge shop, its initial release date was Nov 30 2018, so its still in season as a seasonal item, you can try tweeting Alina to see if it can be added to the shop.
