Since you are already rank 4, all you need to do is get some Mystic Parchments to rank up, I would recommend either killing Mana Falcons in /Elemental or Makais in Tercess. Each Parchment equates to roughly 13k rep, pre boost, so about 10 should suffice, less if you decide to use boosts and whatnot.
Once you have the amount of Parchments you need, you merge them into Hallow Ink and just keep making some random scroll over and over until you reach rank 8, afterwards you get 2 Mystic Shards (I would recommend just killing a couple Ephemerites in /Timespace for these) merge them into Archmage Ink and follow the wiki page's instructions on how to create the Scroll you need: http://aqwwiki.wikidot.com/scroll-of-underworld
