It is mentioned in multiple places that Dunamis/Thernda/Poelala boost is capped at x1.1 times. But at 250 INT/CHA Poelala boosts magic attacks by 49% and spells by 18%.
So is those extra percents just wasted? What is the minimum CHA needed to reach the 10% limit?

It is not possible to hit Poelala's limit without an external source of Int, even with 250 Int AND 250 CHA. If you have 0 Charisma, you need 400 pts of main stat to hit their booster cap. This is achieved by using a combination of a main stat booster misc/celtic wheel for poelala/some other form of strength, dex or int drive AND buffalot/arcane int/Moonwalker's Grace. Because charisma is worth only 1/3 of main stat in booster pets' formula, a character with 250 INT AND 250 CHA will need an additional 67 main stat to hit the booster pet's cap.

While lolerster's reply is accurate, I'll try to answer your question about the 1.1x cap since there seems to be confusion there. The cap is equal to 1.1 times the boost when you have the expected amount of stats (250 Main Stat and 250 Cha at max level). It is for when you exceed the nominal caps of stats. This is because in the past, with sufficient stat points, it was possible to get a better boost from lower leveled versions of booster pets and guests. This overcap limit removes this issue. Thus, there's no need to worry about not receiving the stated boost from the booster pet and guest. The limit is hit only in situations like those stated by lolerster.
