It is technically a bug, but it's more so an overarching bug of the "Back Hair" layer on helms not showing up in previews or on character pages. I checked it in game and it does indeed include the ponytail, which is also stated in the description of the item.
Also note that if you should happen to turn off "Show Helm" in the options menu while having an item with such a layer equipped and turning it back on (or turning it on once the helm is equipped), the Back Hair layer will disappear temporarily. A side effect of activating this "bug" in game is that if you also have a hairstyle beneath with a Back Hair layer, then the Back Hair will take on the appearance of the one from the helm. The former can be fixed by re-equipping the helm while the Show Helm option is on, the latter can be fixed my simply changing hairstyle, then exiting the barber shop without saving and both upon relogging.
