I've tried saving in the Falconreach tower and I even bought the armor closet.
Seems like the load button in my inventory is just cosmetic, it doesn't actually equip anything so I don't think I can use that one.
I can't imagine that it's supposed to be like this, so is it a bug or maybe I'm not using the closet correctly?
(it does equip everything as it should when I refresh the page+log in btw)

No, that's pretty much exactly what those buttons do. The buttons do exactly what they say they do. Verly has mentioned that he wanted to make a way to load saved equipped items but has yet to find a good way to implement such a function. Everyone reloads the client in some way to re-equip everything. The fastest way is to just return to character selection.
