Fat & Tacky Santa says
quote:

All normal player attacks have a 48%*[hits connected]/2 chance of Controlling† the monster

However 100 proc weapons like adventurer figure, and weapon skills like Blade of the Briar don't trigger the control attempt. Even the info sub for Blade of the Briar's skill says it is treated as a "player attack". So I am very confused on what counts.

A normal player attack is with a weapon, it excludes specials/skills/spells.
A 100% proc is a weapon whose special always activate and may have a "special-special" similar to non-100% proc specials.
Player attack is a more general term that applies to anything a character does that includes specials/skills/spells.

Cherub is an example of this definition, a later 100% proc compatibility update changed it.

You claim a normal player attack excludes the special of a 100% proc weapon.
But Samukematsuri Warbow, a 100% proc weapon, states
quote:

All normal player attacks deal +2% damage for not having a special.
, which implies it's 100% proc specials still count as normal player attacks.

edit:
Also the Pzycho Attack of Super Pzycho Sabre is stated to be
quote:

Treated like a normal player attack
. But it doesn't trigger Fat & Tacky Santa's control infliction.

A normal attack uses the armor's attack animation, this is the most easily understandable and recognizable trait if one doesn't understand the technical terminology.
An equipment's own stats are contained within itself, it has no issues recognizing themselves in terms of what counts as attacks for such mechanics.

It is standard definition that both no procs and 100% proc's with no special receive a no special boost, the quote could taken out of context by your usage that implies while wielding this weapon any player attack would receive a +2% boost including skills/spells, which isn't true, a 100% proc considers itself a self-contained normal attack because it has its own BRS% like an armor, they still adhere to the clarifications in the previous paragraph.
Pzycho attack is a skill from the Sabre, an easily identifiable trait is the Sp cost and the boosted damage compared to a normal attack.
