The resale value is based on the price you purchased it at. So if you buy it during the discount period (8750), then it would start at 90% of 8750 (or 7875) and go up from there. Otherwise if you buy it at the normal price it would start at 90% of 17500. The implication being that buying discounted houses also decreases the potential sellback potential, but many people don't mind this because they want estate for the periphery benefits. Like potions, paintings, inventory space, warring estates, etc.
