Purpose of low-level Guardian variants of Z-Tokens items?

What is the purpose of low-level Guardian variants of Z-Token items? I used to think it was to allow Guardians to buy them, and then upgrade later, so they wouldn't have to miss out or commit to spending Tokens right then and there. But apparently these items cannot be upgraded into their Z-Tokens counterparts. So what exactly is the point of purchasing a piece of equipment that will be outlevelled almost immediately, and why is this a Guardian-only feature?

Probably some antiquated way of giving guardians a preview of what's mainly a set of token items.

Correct me if I'm wrong, but z-token versions of the same item are not any different than their gold counterparts, right? Guardians can just choose to buy an item for gold rather than tokens, making the same item much easier to obtain compared to using premium currency. Or when you say "low level", do you mean LOOOW level, like mid-50s, and then upgrading the item to a higher-level version of itself as you level up? If that's what you mean, then I assume it would be to prevent players from buying the lowest level of an item for ultra-cheap and then upgrading it for free. You could be a level 150 character, buy a level 20 item for like 200 tokens or a few thousand gold, then upgrade it to level 150 instead of buying the 5k token item at level 150.

I mean, Guardians could sometimes buy a level 10 variant for Gold (with no other Gold variants being available), and all other variants (including another level 10) would be Token. Like this one: http://forums2.battleon.com/f/fb.asp?m=22402232

I own that exact item level 10 item, and figured I could upgrade it into the level 10 Token version (because what else would be the point of it existing?), but apparently, I am stuck with a level 10 item.
