I think this is a very solid set from my testing (and the testing I've seen from other players). My favorite part of the armor is the Aetheriel Discipline toggle, which grants no-save celerity and 4 turns of 1.25 eleempower for 392 SP on spell cast. This triggers with quickcast spells like Spore Storm (even if they miss, so you can use the cheap level 5 version) which makes this skill an almost strictly better celerity generator than Shadowfeeder Pendant or Lovestruck Scope (plus you can still do all the normal quickcast spell shenanigans of inflicting status effects). You keep these bonuses even when switching out of the armor. Casting a quickcast spell also triggers the armors +50% damage boost for melee and ranged weapons attacks right away with using a turn. The bonus from the Mind Over Matter is also strong even for a dual stat hybrid, as you've pointed out.
Unfortunately, the charges do not carry over between battles. However, I've found that Aetherial Warden charges generate fairly quickly (about 5 per turn on average in full set). The shield and weapon are strong too. The weapon has a respectable 20% damage boost for a nominal MP cost that can also toggle to gain more charges or barrier, both of which are useful. The shield's quickcast stat boost using charges is pretty strong, especially for longer fights where resource conservation matters, and the ability to spend a turn paying 333 sp and regaining about 500 barrier and 500 MP can also be quite helpful.
Is it the best water spellcaster? Arguably yes for hybrids, although I think that's more a product of players having few options for water spellcasters. It's a close call with Fall Dryad form given that that armor has a built-in spell with elecomp and autohit that seeks between water and earth, and the armor also covers earth resistance. It's hard to beat the passive spell damage bonus from spellcaster lean, even if warden's SP costing toggle can match it. Fall Dryad Form is definitely better for pure builds. That said, the set also has a lot of utility tacked on, so if you have $100 burning a hole in your pocket, want some tokens (perhaps for the donation contest), and plan on playing a hybrid, I'd go for it.
I'm a big fan of STR/INT hybrids (my main is one, and my custom weapon Wrath from last year was made specifically to support STR/INT hybrids), so I'd always encourages players to build them!
