Okay, to be reasonable, it's unlikely that Scott will have anything greater than or equal to 8 pennies, since he is the receiver of less pennies.
7 doesn't work because 7x3 is 21, and 7+21 is 28, which is not equal to 24.
So let's try 6: 6x3=18. Let's see... carry the... and add the...... 18+6=24!
The answer is: Scott has six pennies.
