I though 95x95 was limit o_o

95x95 is the LIMIT.

I'm sure Avatars less than that can still be used. ;)

95x95 is the limit, but there is no reason why there cannot be an avatar that is...lesser than the limit, for lack of a better word. ;)

Limit means max = it doesn't matter if it is less![;)]
You would be allowed to use an avatar with 10px x 10px or lower![:)]
