While there is no place where ratings specifically are allowed, I don't see this as a problem.
If someone wants advice for their character, there are several places on can go in the MQ boards. In MQ General Discussion we have an official thread for farming discussion, we have an unofficial thread for powerful equipment combinations (currently in its 8th version), and you can post your own thread if you want to discuss the best way to take out a boss enemy, or do a very difficult quest (details here).
In the MQ Questions & Answers board, we have an equipment comparison thread.
Most things not covered above can be posted as their own thread in either the GD or the Q&A board. As I see it, this means you can get all the 'advice' part of 'Character Ratings and Advice' boards that AQ and DF currently have. The only thing you don't get is a specific number tailored to your character, and honestly, a single number isn't all that helpful without the kind of reasoning that you would get in the above examples. This is why all ratings of any type are not allowed in MQGD, including Character Ratings.
