There's not really a place for it, but the best place would probably be the Ballyhoo Contest discussion thread. You can talk about the winners and mention what other contests you'd like to see.

When in doubt about things like this, look for a thread about the update (be it Design Notes, a newsletter, etc.) and post there. You can't get in trouble for that, and if there's a specific thread elsewhere someone will probably redirect you there.
