The time limit is somewhere between 30 seconds and one minute (I forget the exact time). If you're running into it on a frequent basis I suggest not attempting to submit the post the moment you finish typing it up, especially if your posts are typically shorter ones. I don't see the time limit between posts being decreased, as people rarely run into it anyways and it discourages users from making lots of short posts quickly (often times users attempt this to increase their post count, however it can also prevent a degree of unintentional spam as well).
