Pixeling is basically what Nintendo uses in it's old Pokemon games and such.
Here are some outcomes of my attempts:

So, let's begin!

Step 1)
Take a screenshot of this:

Remember, do NOT zoom in on it, print screen it (Or f14) at 100% ONLY.

Step 2)
After you have it in paint, you will have to start pixeling. First use the brush tool. Find the biggest size (Squared) , and chose your color by going into "Colors > Edit colors". Now Start with the hair. But before doing anything, zoom in in paint at 200% to get a better particular area. You must get the square to line up with another, and click to apply color. Here is what you should have after doing this:

Step 3) Now, just pixel in the rest of it, using different colors.

Step 4) Once you have done Step 3, apply the color you wish to use to the backround. This can be done like it's the forum color (Posting color), by print screening a picture of the forum, dragging it so it isn't covering the character, and using the "eyedropper" tool to grab the color. Once you have the color, go to the option for pixeling, and pizel in outside on the pixel character outline.

Step 5) Once done with Step 4, upload it to a image site such as Tinypic, Photobucket, or imageshack.
